Douglas M. Grandy, P.E., founder and Principal of DGT, spent 32 years in California state government, 15 of them as Chief of the state’s Office of Energy Assessments (OEA), which developed about a half billion dollars of energy projects at public facilities, started a natural gas procurement business for public agencies, and engaged in significant regulatory policy advocacy. He later worked in the offices of both a Democratic (Davis) and a Republican (Schwarzenegger) governor, and for the Secretary of the California Environmental Protection Agency (Alan Lloyd, Ph.D), advising on policy for sustainable energy strategies.
The projects developed in OEA were primarily efficiency improvements, and also included some 200 MW of cogeneration projects. The cogeneration projects ranged in size from pool-heater TecoGens to 28 MW LM 2500s. Projects were financed with a variety of mechanisms, including state Capital Outlay funds, revenue bonds, and private third-party financings.
OEA was the source of in-house expertise for the state’s ”green” building program, and was the driving force behind building features in three major buildings which ultimately earned one of them LEED Gold Certification, and two of them Platinum status, including the first ever LEED-EB Platinum building (CalEPA Headquarters).
His last two years with the state were spent with the CA Stationary Fuel Cell Collaborative, where he developed a great familiarity with fuel cells and fuel cell companies,and several successful fuel cell demonstration projects were deployed.
