QUALIFICATIONS SUMMARY

Mr. Grandy is a principal of DG Technologies.   He has over 37 years experience in project development, management, governmental relations, policy development, negotiations, and engineering.  DG Technologies consults for sustainable infrastructure projects, particularly stationary fuel cells and photovoltaic systems for large energy users.  A specialty is legislative and regulatory policy affecting distributed generation.  Clients to date have included a large landowner for whom we planned a zero-carbon electricity infrastructure for a sustainable new city, a major aggregate and asphalt manufacturer looking to dramatically reduce their carbon footprint and increase efficiency through fuel cells, PV, heat recovery, and energy recovery from falling water and rock, an electric vehicle manufacturer needing help setting up a zero carbon emission  commuter demonstration project and expanding the business, and a major state agency, for whom we assessed their solar PV development potential.

 

For the last five years of his 32-year California government career, he worked in the Offices of Governors Davis and Schwarzenegger, and the Governors’ Cabinets on energy policy and advanced energy technologies.  For the last two years, he was with the California Stationary Fuel Cell Collaborative, developing policy and installing demonstration projects to help commercialize this highly efficient and ultra-low polluting technology.  In the three previous years he was in a variety of posts researching and authoring or co-authoring policy initiatives for the two governors regarding advanced energy technologies, hydrogen in particular, renewable energy, and structure of California’s energy agencies to maximize results.

For twenty years before that, Mr. Grandy was in the state’s Office of Energy Assessments, being its Chief for 15 of those years.  A brief list of accomplishments in that endeavor includes:

Developed and implemented more than $250,000,000 of expense reducing energy projects, financed with debt but producing positive cash flow, resulting in realizing more than $500,000,000 in reduced operational costs, net of debt service.  These projects consisted of efficiency-improving technologies, renewable energy, and cogeneration projects.

Initiated new business units for creating and managing major contracts between private and public entities to ensure the secure and economical provision of energy supplies, both natural gas and electricity. Efforts included developing both product parameters and operational goals, creating negotiating strategies to obtain the best possible price for the acquisition and development of the commodities, developing risk management strategies and managing all aspects of the contracting process resulting in saving the organization more than $6,000,000 annually in direct costs while reducing statewide energy supply volatility and price risk.

Developed over 200 MW in 10 third-party financed cogeneration projects.   Efforts resulted in saving the public more than $72,000,000 in direct costs and ensured the organization increased reliability through these new energy sources.

Served on the Board of Governors of the California Power Exchange Corporation for 6 years, and was its only member to be re-elected.  This was the corporation founded in California’s 1996 Electricity Industry Restructuring Act that was the exchange, similar to a stock exchange, where all electricity was auctioned for each hour of every day.  He served on the Finance and Audit Committees, and was an advocate for developing products to allow load demand responsiveness to bid into the system as an electricity supply source.

With the California Air Resources Board, worked in positions involved in development of new regulations and in New Source Review.  Began by working on hydrocarbon emission control programs, but soon became the board’s expert on NOx emissions, as well as emissions from the energy industry and energy-intensive industries.
